Cheapest places to live in the world?

where is the cheapest place to live in the world if you don't have much money? high school diploma and was in culinary art program at local city college. not interested in any further education, just want to move to foreign country. what language would i need to know in order to live there without problems of communication? would prefer a not highly populated or tourist city/ town. thanks for any possible help.
