My basil and cilantro are wilting! My chamomile won't bloom! Please help!?

All depends on conditions. Very true that basil needs a lot of water, but not all the time, only if it is dry. Sounds like you have root rot which is no good and could start to affect other plants in your pot. Community pots of herbs are all very cute and stuff but the different plants require different attention. You should also make sure your plants aren't becoming root bound. This happens when they grow into a pot and stop having room for their roots. It isn't too bad in the short run but most of these herbs like to spread out. Try transplanting them into something bigger if it looks like their roots are conforming to the shape of the pot. Your cilantro on the other hand is getting too much water in all likelihood. I don't know much about chamomile but sometimes similar herbs bloom later in the season.
