How and when to get scholarships?

I am on summer vacation right now, but I am going to be a senior. I want to go to Culinary school after high school. Please don't waste my time telling me I can learn everything on the job because I had a very long discussion with the chef I work for and he explained to me the pros of going and I think it is the right choice for me. I'm considering Kendall college, good or no? My chef went to Robert Morris and he said just by writing an essay he got a full ride scholarship there. Does Kendall or any other college in the Chicago area offer this? I've looked at some websites. Also, when do I apply? Sorry it's so long.
