Magic: The Gathering ruling question...?

I was playing a white control deck against a red control deck. He used a lightning bolt on me, so I played Safe Passage to prevent all damage that would be dealt to me this turn. In response he played another Lightning Bolt, and he said that the damage would resolve before Safe Passage. I thought that SP was supposed to prevent all damage no matter what. Who's right?
